Appointment of Commissioner:
The Legislative Assembly and Executive Council Conflict of Interest Act requires the provincial government to appoint a Conflict of Interest Commissioner as an independent officer of the Assembly. The commissioner reports annually to the Speaker of the Assembly, who then presents the report to the House of the Assembly.

Role of the Commissioner:
The commissioner acts as an advisor to Members of the Legislative Assembly with respect to their obligations under the Act. The commissioner meets with each member either before or within 60 days of the member filing his or her disclosure statement to review the disclosure of the Member's interests and general obligations imposed by the Act.

Commissioner:
On December 2nd, 2015, Mr. Jeffrey Schnoor, Q.C., was appointed effective January 1st, 2016, as the Conflict of Interest Commissioner and as the registrar under The Lobbyists Registration Act.

Former Commissioners:
Mr. Ron Perozzo, Q.C., was appointed on December 23rd, 2009, effective January 1st, 2010, as the Conflict of Interest Commissioner and as Manitoba’s first registrar under The Lobbyists Registration Act and served until December 31st, 2015.

Dr. William Norrie, Q.C. was appointed as Manitoba's first Conflict of Interest Commissioner on December 2nd, 2002 and served until December 31st, 2009.
